Requires the State Air Resources Board to establish a process to identify overlapping incentive programs that share the same greenhouse gas reduction objectives.

Mandates the Board develop processes to collect and evaluate data on behavioral changes and socioeconomic benefits resulting from each of its incentive programs.

Requires the Board to contract with University of California or California State University to collect information needed to better isolate greenhouse gas emission reductions and socioeconomic benefits from incentive programs.

Directs the Board to use collected data to refine greenhouse gas emissions estimates in annual reports to the Legislature, funding plans, and long-term planning documents, and to make funding and design recommendations based on program efficacy and costs.

Makes all requirements contingent upon legislative appropriation, with a 3-year deadline to complete the core requirements after receiving funding.
