Authorizes winegrowers, beer manufacturers, distilled spirits manufacturers, craft distillers, brandy manufacturers, rectifiers, and wine rectifiers to donate a portion of alcoholic beverage purchase prices to nonprofit charitable organizations in connection with sales or distribution.

Requires that donations only apply to alcoholic beverages in manufacturer-sealed containers and prohibits promotion or advertisement of donations from directly encouraging or referencing alcohol consumption.

Prohibits donations from benefiting retail licensees or nonprofits established specifically to benefit retail employees, and prevents advertisements from promoting or referencing any retail licensee.

Establishes an expiration date of January 1, 2025, after which the charitable donation provision becomes inoperative.
