Requires the Department of Justice to provide applicants with a detailed, itemized accounting of investigation costs that includes the date, start time, end time, and name of the employee who performed each task.

Requires the itemized accounting of investigation costs to be provided both at the conclusion of an investigation and whenever the Department requests an additional deposit from an applicant.
