Requires the Judicial Council to adopt court rules by July 1, 2022 to resolve litigation challenging these projects within 270 business days of filing the certified record of proceedings.

Mandates prevailing wage requirements and skilled workforce protections for construction workers on certified student housing projects, with enhanced monitoring and enforcement provisions.

Requires lead agencies to prepare records of proceedings concurrently with environmental review and maintain all documents in accessible electronic formats throughout the administrative process.
