Establishes state policy to achieve net zero greenhouse gas emissions by no later than 2045 and maintain net negative emissions thereafter, in addition to existing 2030 reduction targets.

Requires 85% reduction in statewide anthropogenic greenhouse gas emissions below 1990 levels by 2045.

Directs the State Air Resources Board to update its scoping plan to identify measures achieving these goals and to implement policies enabling carbon dioxide removal and carbon capture, utilization, and storage technologies.

Requires the State Air Resources Board to report annually to the Joint Legislative Committee on Climate Change Policies and submit a comprehensive feasibility evaluation to the Legislature by December 31, 2035.

Mandates the Legislative Analyst's Office to conduct independent biennial reviews of progress toward the stated goals and publish public reports with recommendations.
