Increases the South Coast Air Quality Management District board from 13 to 15 members by adding 2 environmental justice appointees.

Requires the Senate Committee on Rules to appoint 2 members instead of 1, with one being an environmental justice appointee who works with communities most burdened by pollution.

Requires the Speaker of the Assembly to appoint 2 members instead of 1, with one being an environmental justice appointee who works with communities most burdened by pollution.

Defines environmental justice appointees as persons working directly with communities in the south coast district that are significantly burdened by high pollution levels, including communities with diverse racial and ethnic populations and low-income populations.
