Deletes requirement that the Director of Pesticide Regulation must certify that the Department of Fish and Wildlife has determined invasive rodent control is necessary for protecting threatened or endangered species before allowing 2nd generation anticoagulant rodenticide use statewide.

Exempts use of any 2nd generation anticoagulant rodenticide that the Department of Fish and Wildlife determines is required to control or eradicate invasive rodent populations for the protection of threatened or endangered species or their habitats.

Maintains existing prohibitions on use of 2nd generation anticoagulant rodenticides in wildlife habitat areas (state parks, wildlife refuges, state conservancies) except under specified exemptions.

Preserves existing exemptions for governmental agencies, mosquito and vector control districts, offshore island invasive species eradication, public health emergencies, and agricultural activities.

Requires the Director of Pesticide Regulation to complete a reevaluation of 2nd generation anticoagulant rodenticides and adopt restrictions to protect nontarget wildlife before broader statewide use restrictions are lifted.
