Amends legislative findings to recognize the urgent need to expand California's pool of diverse health workers and address barriers to entry in health professions for students from underrepresented and low-income backgrounds.

Authorizes the Office of Statewide Health Planning and Development to fund 20 pilot programs serving 4,800 students across University of California, California State University, California Community College, and private university campuses.

Directs the office to prioritize campuses with large numbers of underrepresented students of color and low-income students, demonstrated diversity commitment, strong student support track records, and health professions school partnerships.

Authorizes funding for internships and fellowships including paid summer internships at community health centers and public health departments, plus one-year postundergraduate fellowships in primary care, behavioral health, and older adult health.

Authorizes creation of 100 annual postbaccalaureate reapplicant slots at University of California, California State University, and private California programs with full tuition scholarships for eligible students.
