Establishes a 14-member Citizens Redistricting Commission in Riverside County to adjust supervisorial district boundaries following each decennial federal census, contingent upon appropriation.

Commission members must be county residents registered with the same political party or unaffiliated for at least 5 years, have voted in one of the last three statewide elections, and meet qualifications excluding recent political candidates, staff, lobbyists, and their immediate family members.

Requires at least one commissioner from each of the five existing supervisorial districts, with political party representation proportional to registered voter preferences in the county.

Commission must conduct at least 7 public hearings before drawing maps and at least 2 hearings after, with agendas posted 7 days in advance, and provide live translation in applicable languages upon 24-hour notice.

Redistricting plan must comply with the U.S. Constitution and Voting Rights Act, maintain geographic contiguity, respect community of interest boundaries, and cannot consider incumbent residences or favor political parties; plan subject to referendum.
