Expands eligibility for automatic conviction record relief to convictions occurring on or after January 1, 1973, instead of the previous January 1, 2021 start date.

Requires the Department of Justice to identify eligible persons monthly and grant relief automatically without requiring petitions, with relief noted in statewide criminal databases.

Prohibits courts from disclosing arrest and conviction records granted relief to anyone except the person whose record was relieved or criminal justice agencies, effective August 1, 2022.

Maintains exceptions for peace officer employment disclosures, firearm eligibility determinations, public office restrictions, and criminal justice agency access to relief records.
