Establishes "bag drop recycling centers" as locations where consumers can drop off bagged empty beverage containers for redemption, subject to the same operational requirements as reverse vending machines.

Requires bag drop recycling centers to pay refund values within 3 business days and permits electronic payment methods.

Directs the Department of Resources Recycling and Recovery to develop an alternative schedule authorization process by July 1, 2022, allowing certified recycling centers to operate reduced hours if serving small businesses, disaster-affected areas, or other specified circumstances.

Allows certified recycling centers to operate by appointment system until January 1, 2023, if the department determines high customer demand, weather, or public health concerns warrant it.

Exempts dealers delivering beverage containers received from the public to certified recycling centers from daily load limits established in regulations.
