Establishes a "Feather Alert" system to notify the public when an indigenous person is reported missing under unexplained or suspicious circumstances.

Allows law enforcement agencies to request the California Highway Patrol activate a Feather Alert if the missing person is indigenous and meets specified criteria including danger from age, health, disability, or suspicious circumstances.

Requires the California Highway Patrol to disseminate alert information through be-on-the-lookout alerts, electronic flyers, and changeable message signs when a Feather Alert is activated.

Encourages but does not require radio, television, cable, satellite, and social media systems to cooperate in disseminating Feather Alert information.

Requires the California Highway Patrol to submit a report evaluating the Feather Alert system to the Governor's Office and Legislature by January 1, 2027.
