Removes the exemption for easements from property use requirements at California veterans' homes, making easements subject to the same criteria as other uses of department-held property.

Requires all uses of veterans' home property by outside entities to provide substantial and direct benefits to the home and its members, be appropriate and compatible with the home's nature, and compensate the department at fair market value.

Requires written agreements between the department and any outside entity using veterans' home property that document how the user meets the established criteria.

Exempts from these requirements: easements established before January 1, 2022; public utility easements or other public easements; and access easements.
