Removes the prohibition on increasing the number of gambling tables in existing establishments, allowing cities, counties, or city and counties to expand tables by ordinance without voter approval.

Eliminates the definition of "expansion" that previously required a 25 percent or greater increase in tables to trigger voter approval requirements.

Repeals Sections 19961.06 and 19965, which previously allowed limited table increases (two tables under 19961.06 and three to four tables under 19965) as exceptions to expansion rules.

Replaces repealed Section 19965 with new language authorizing cities, counties, or city and counties to amend ordinances to increase gambling tables without specifying numerical limits or voter approval requirements.

Makes clarifying edits to Section 19841 and 19862 regarding gambling commission regulations and licensing denial grounds, removing references to table number limits.
