State Air Resources Board must develop a plan by July 1, 2024 to reduce aviation greenhouse gas emissions and achieve net-zero emissions by 2045, with a sustainable aviation fuel target of at least 20% by 2030.

Plan must include strategies for increased sustainable fuel production, incentive calculations to encourage cleaner fuel use, evaluation of production barriers, and tools to increase sustainable aviation fuel supply and demand.

State board must ensure policy incentives for sustainable aviation fuel are comparable to those provided to renewable diesel and other on-road fuels, and must address shortfalls in existing greenhouse gas emissions policy frameworks.

Plan must evaluate sustainable feedstocks including woody biomass from forest management, agricultural residues, and post-separated municipal solid waste to achieve production milestones.

State board must consult with specified state agencies by July 1, 2023 and is encouraged to consult with airports, airlines, aircraft manufacturers, and environmental organizations; implementation is contingent on legislative appropriation.
