County human services agencies must designate at least one employee as a staff liaison to serve as a point of contact for academic counselors and professional staff at public higher education institutions located within the county.

County human services agencies must develop engagement protocols in collaboration with local public higher education institutions, and are encouraged to consult with campus basic needs representatives, counselors, and student organizations during development.

The Chancellor of California State University and California Community Colleges, with the University of California President requested to participate, must conduct a survey by January 1, 2025 to assess the effectiveness of the county liaison position, including barriers faced and estimated student enrollment in public assistance programs.

Any disclosure or sharing of personal information must comply with applicable state and federal confidentiality laws, and the State Department of Social Services may implement the provisions through all-county letters rather than formal rulemaking.

The survey and reporting requirements are repealed on January 1, 2026, and counties must be reimbursed for any state-mandated costs as determined by the Commission on State Mandates.
