Clarifies that licensed pharmacists can practice their profession under clinical laboratory regulations and can order or interpret tests for promoting patient health and monitoring drug therapy efficacy and toxicity.

Expands pharmacist authority to perform waived clinical laboratory tests upon patient request or hospital authorization if the pharmacy obtains a CLIA certificate of waiver and meets registration requirements.

Prohibits pharmacists from performing venipuncture unless certified as phlebotomists and restricts pharmacist performance of certain waived tests used for surgery, heart failure diagnosis, fertility, and ovulation prediction.

Authorizes pharmacists to perform patient assessment procedures, order laboratory tests, and initiate or adjust drug regimens as part of care provided by health care facilities, clinics, or physicians in accordance with established protocols.

Redefines "routine patient assessment procedures" to include only waived clinical laboratory tests, removing procedures patients could perform themselves, and establishes no state reimbursement is required for resulting local program costs.
