Requires the California Building Standards Commission and Department of Housing and Community Development to develop and adopt building standards requiring new construction (except those under Office of Statewide Health Planning and Development or Division of the State Architect) to meet a functional recovery standard for earthquakes by the 2024 triennial code adoption cycle.

Defines "functional recovery standard" as building code provisions requiring structures to maintain or quickly restore capacity to support basic intended functions after an earthquake within an acceptable timeframe that may vary by building use or occupancy.

Requires the commission and department to establish acceptable functional recovery times for different building types and uses, identify specific design and construction requirements to meet those times, and may vary requirements based on seismicity levels and seismic design categories.

Mandates the commission and department actively consult with state agencies, local jurisdictions, building officials, engineering associations, construction industry associations, and other stakeholders when proposing and adopting functional recovery standards.

Authorizes local jurisdictions to establish more restrictive recovery-based building standards based on local recovery needs and priorities, provided they follow regular and open rulemaking processes with stakeholder and public input.
