Expands the tied-house advertising exception under the Alcoholic Beverage Control Act to include a fully enclosed arena with fixed seating capacity exceeding 10,000 seats located in Riverside County.

Allows beer manufacturers, winegrower license holders, rectifiers, craft distillers, and distilled spirits manufacturers to purchase advertising space and time at qualifying venues in Riverside County subject to conditions including written contracts and requirement to serve competing brands.

Permits advertising contracts for the Riverside County arena to be made with the owner, a long-term tenant, or a licensee of the complex, whether or not they hold an on-sale license.

Creates misdemeanor penalties of up to six months county jail and fines up to the advertising value plus $10,000 for coercing wholesalers to fulfill advertising obligations, with possible license revocation.

Declares that a special statute is necessary due to unique conditions found in the Coachella Valley in Riverside County and contains operative provisions coordinating this bill with Assembly Bill 98 and Senate Bill 1280.
