Changes the annual reporting deadline for the State Department of Developmental Services from April 1 to April 5 when providing information on efforts to serve consumers with challenging service needs to the Legislature and regional center clients' rights advocacy contractor.

Requires the department to report on admissions to developmental centers, placements from developmental centers, assessment outcomes, development of specialty services, reliance on mental health facilities ineligible for federal Medicaid funding, and utilization of facilities with delayed egress devices and secured perimeters.

Maintains existing requirements for regional centers to develop annual community placement plans with dedicated funding for comprehensive assessments of developmental center residents, transition costs, and deflection of admissions.

Requires regional centers to complete comprehensive assessments of developmental center consumers to identify community-based services and supports that would enable community living, with initial assessments completed by December 31, 2015.

Requires annual updates to assessments as part of individual program planning and mandates that clients' rights advocates receive at least 30 calendar days' notice before individual program plan meetings discussing assessment results.
