Expands trespassing and misconduct prohibitions under Penal Code Section 369i to include property, facilities, and vehicles where BART owes policing responsibilities under operations and maintenance agreements with local governments.

Creates a misdemeanor offense for entering or remaining on BART-controlled property without permission, or for conduct that interferes with safe and efficient transit operation.

Extends prohibition order authority to BART, allowing the agency to issue up to 30-day bans from transit property for violations (up to 90 days for repeat offenses within one year, and up to 180 days for third or subsequent violations).

Establishes due process protections for prohibition orders, including 10-day contest periods, initial review procedures, and administrative hearing rights with independent hearing officers.

Restricts transit district ordinance enforcement outside jurisdictional boundaries to only where the local jurisdiction has formally adopted the transit district's ordinance by reference.
