Requires the State Department of Social Services to develop a registration process for organizations and entities issuing financial assistance through demonstration or research programs, and maintain a public list of registered programs.

Defines "financial assistance" as unconditional monthly cash payments of equal amounts issued for no more than 60 months to California residents enrolled in programs designed to reduce poverty, promote social mobility, or increase financial stability.

Excludes registered financial assistance from being counted as income or resources when determining eligibility or benefit amounts for CalWORKs and CalFresh programs, to the extent authorized under federal law.

Requires registered programs to disclose all funding sources, identify a program contact person, and submit data collection and evaluation plans before enrolling participants; programs must report research outcomes upon conclusion.

Provides that no continuous appropriation from the General Fund shall be made to implement this act, and requires state reimbursement to local agencies for mandated costs if the Commission on State Mandates determines they exist.
