Authorizes counties unable to complete Mental Health Services Act (MHSA) plans for fiscal year 2021–22 due to COVID-19 to extend their currently approved 3-year plan to include that year, with submission deadline of July 1, 2022.

Extends authorization for the State Department of Health Care Services to allow counties to determine fund allocation percentages across children's and adult/older adult programs for 2021–22 fiscal year without additional regulatory action.

Appropriates $186,973,000 from the Federal Trust Fund to the State Department of Health Care Services for community mental health services in fiscal year 2021–22.

Allows counties to use prudent reserve funds during 2020–21 and 2021–22 fiscal years for prevention and early intervention programs and services to persons with severe mental illness, including housing assistance.

Takes effect immediately as a budget-related bill and declares that amendments to Welfare and Institutions Code Sections 5847 and 5892 are consistent with the purposes of the Mental Health Services Act.
