Exempts needle and syringe exchange services application submissions, authorizations, and operations from review under the California Environmental Quality Act (CEQA).

Declares the CEQA exemption is declaratory of existing law rather than creating new exemptions.

Requires authorized entities to provide drug abuse treatment services, HIV/hepatitis screening, vaccinations, STI screening, housing services, and sexual risk reduction education as minimum standards.

Authorizes the State Department of Public Health to approve program amendments administratively without the 45-day public comment period if public health needs exist and standards are met.

Makes provisions severable so that if any section is found invalid, remaining provisions remain enforceable.
