Modifies hearing procedures for applicants or recipients of public social services to allow the director to review the administrative law judge's proposed decision and take action within 30 days (or 3 business days for expedited Medi-Cal managed care appeals).

Director may adopt the proposed decision in its entirety, decide the matter on the record by reviewing the transcript or recording without taking additional evidence, or order a further hearing that allows parties to present and respond to additional evidence.

Clarifies that a proposed decision is deemed affirmed and adopted if the director fails to take prescribed action within the required timeframe.

Requires the director's decision to include a statement of facts and evidence with references to applicable law and regulations, and the analysis supporting the decision.

Removes language allowing the director to decide matters "with or without taking additional evidence" and instead requires any further hearing to explicitly afford parties the opportunity to present and respond to additional evidence.
