Amends Education Code Section 8203 to require preschool quality standards include program activities and services supporting dual language learners' development of both home language and English.

Adds Education Code Section 8241.5 requiring the Superintendent of Public Instruction to develop procedures for state preschool contractors to identify and report data on dual language learners through family language instruments and interviews.

Mandates reported data include each child's home language, race/ethnicity, whether the program supports home language instruction, and the language composition of program staff.

Requires the Superintendent to develop implementation procedures and informal directives by March 15, 2022, with subsequent formal regulations, utilizing existing enrollment and reporting procedures where possible.

Designates dual language learner identification as the sole responsibility of state preschool contractors and clarifies this identification shall not be connected to K-12 English learner designations.
