Requires the Department of General Services to establish and publish a maximum acceptable global warming potential for concrete by January 1, 2024, based on industry average emissions data.

Mandates awarding authorities to require winning bidders to submit Environmental Product Declarations for concrete products before installation, effective January 1, 2022.

Requires awarding authorities to use performance-based specifications for concrete (focused on performance outcomes rather than manufacturing processes) beginning January 1, 2022.

Establishes a performance discount rate (up to 5% artificial price reduction) for bids with concrete products below the 20th percentile of global warming potential, applicable to contracts for 50 cubic yards or more of concrete starting January 1, 2023.

Requires the Department of General Services to review and adjust downward the maximum acceptable global warming potential for concrete every three years beginning January 1, 2027, to reflect industry improvements.
