Creates new liability for use of campaign funds resulting in "egregious personal benefit," defined as direct personal benefits totaling $10,000 or more to a candidate, elected officer, or individuals with authority to approve campaign fund expenditures.

Establishes administrative or civil penalties of up to 2 times the unlawful expenditure amount for violations involving egregious personal benefits, in addition to existing civil penalties of up to 3 times the amount for other campaign fund violations.

Exempts the state from reimbursement obligations to local agencies and school districts because costs result from changes to criminal penalties and crime definitions under Article XIII B of the California Constitution.

Declares that the bill furthers the purposes of the Political Reform Act of 1974, allowing passage with a 2/3 vote as required by the initiative measure.
