Establishes the Enhanced Services Program for Asylees (ESPA) to provide resettlement services for persons granted political asylum by the U.S. Attorney General.

Authorizes county-designated agencies that administer refugee social services to provide case management services to newly granted asylees for up to 90 days.

Requires case management services to include assistance with benefits applications, cultural orientation, health care navigation, English language instruction, and employment training and job placement.

Requires agencies to notify the state department each time a person applies for services, with the department providing funding at the time of admission.

Implementation is contingent on appropriations made in the Budget Act of 2021.
