Expands the definition of "eligible materials" under the Buy Clean California Act by removing mineral wool board insulation and adding gypsum board, insulation, carpet and carpet tiles, and ceiling tiles.

Requires the Department of General Services to establish maximum acceptable global warming potential standards for the newly added eligible materials by January 1, 2024, based on product-specific (rather than facility-specific) emissions.

Shifts the review timeline for adjusting global warming potential standards from January 1, 2025 to January 1, 2027, with subsequent reviews every 3 years thereafter.

Authorizes the Department of General Services to establish standards for additional major structural, high-impact architectural, civil, or high-impact materials that have product category rules or environmental product declarations.
