AB 137 Summary

• Establishes the Solar Energy System Restitution Program to provide up to $40,000 in compensation to consumers harmed by solar contractors, with claims filed through the Contractors State License Board by June 30, 2024.

• Waives annual fees, application fees, and deposits for California gambling licensees and third-party proposition player services providers during specified periods between January 2020 and August 2022 to provide pandemic relief.

• Increases maximum grant amounts from the Financial Empowerment Fund from $100,000 to $200,000 per applicant and annual allocation from $1,000,000 to $2,000,000, extending the fund's operation to January 1, 2030.

• Creates the Forced or Involuntary Sterilization Compensation Program administered by the California Victim Compensation Board to provide compensation to survivors of state-sponsored eugenics sterilization (1909-1979) and coercive prison sterilizations after 1979.

• Authorizes the Department of General Services to use progressive design-build procurement for up to three public works projects and requires annual reporting on progressive design-build projects by January 1, 2026.
