Prohibits large online retailers (annual sales ≥$1,000,000 or ≥2,500 shipping units) from using single-use plastic packaging for shipping envelopes, cushioning, and void fill starting January 1, 2023, and small online retailers starting January 1, 2025.

Prohibits manufacturers, retailers, and distributors from using expanded polystyrene packaging to ship products, with exceptions for televisions, printers, computer screens, and large appliances until January 1, 2023.

Requires online retailers with product lockers to provide collection bins near the lockers for customers to return plastic film and expanded polystyrene packaging for recycling; this requirement becomes inoperative January 1, 2025 and is repealed January 1, 2026.

Establishes an at-store recycling program requiring supermarkets and large retail establishments to provide collection bins for customers to return plastic carryout bags and durable plastic bags, with this requirement becoming inoperative January 1, 2030 and repealed January 1, 2033.

Creates two penalty accounts (Plastic Packaging Reduction Penalty Account and At-Store Recycling Program Penalty Account) to fund enforcement by the Attorney General, with civil penalties ranging from $1,000-$50,000 per day depending on retailer size and violation number.
