AB 1382 Summary

• Department of Motor Vehicles must establish a virtual field office enabling electronic completion of transactions that normally require in-person or mail submission, to the extent authorized by federal law.

• DMV shall establish electronic procedures for various registration and licensing transactions including vehicle title transfers, duplicate certificates, license plate replacements, special equipment plates, and low emission vehicle decals.

• DMV must allow electronic submission of supporting documents for driver's licenses and identification cards, including Real ID documents, gender category certifications, and disabled veteran medical certificates.

• DMV shall enable electronic processes for commercial driver's license renewals, commercial motor carrier permits, vehicle salesperson license renewals, and pull-notice system enrollment and driver management.

• Multiple conforming amendments update Vehicle Code language regarding electronic document submission and establish DMV procedures to conduct business online rather than requiring in-person visits or mail submissions.
