Expands funding preferences for the Clean Transportation Program administered by the State Energy Resources Conservation and Development Commission to include projects located in federal nonattainment areas, with preference given to highest designation nonattainment areas.

Adds projects that advance the comprehensive strategy for vehicles under Section 43024.2 as a new preference criterion for receiving Clean Transportation Program funding.

Maintains existing preference criteria for projects including alternative fuel development, vehicle technology improvements, greenhouse gas emissions reductions of at least 10 percent, workforce training programs, and economic benefits to California.

Requires the commission to rank funding applications based on solicitation criteria and give additional preference to projects with higher benefit-cost scores.

Approved by Governor September 16, 2022 and became Chapter 339.
