Repeals requirements for the State Lands Commission to prepare a master plan for school and lieu lands and to obtain statements from the United States Land Office regarding township surveys.

Replaces the requirement for land recipients to submit general plans to the commission and Legislature with a requirement that the commission notify legislative leadership and affected legislators at least 10 days before conveyance and post information on its website.

Permits the commission to sell school lands without reserving access easements when it determines doing so is in the best interests of the state.

Authorizes the commission's executive officer to make nonrefundable downpayments on real property acquisitions and removes the 5% cap on acquisition costs and expenses, including appraisals, escrow, broker's fees, and title insurance.

Requires the commission to report quarterly to the Teachers' Retirement Board and annually to the Legislature on school land acquisitions, including summaries of downpayments and transaction costs.
