Declares state policy to achieve net zero greenhouse gas emissions by 2045 and maintain net negative emissions thereafter, with at least 90% reduction below 1990 baseline by 2045.

Requires the State Air Resources Board to work with relevant agencies to update the scoping plan identifying measures for achieving net zero goals, including carbon dioxide removal, carbon capture and storage, and nature-based climate solutions.

Mandates the state board establish interim five-year greenhouse gas emission reduction goals starting January 1, 2025, and submit annual progress reports to the Joint Legislative Committee on Climate Change Policies.

Requires the state board to establish criteria for using carbon dioxide removal and carbon capture and storage technologies that ensure permanence, prevent double counting, include robust monitoring and reporting, and exclude captured carbon used for fossil fuel extraction like enhanced oil recovery.

Directs the Legislative Analyst's Office to conduct independent analyses every two years on the state board's progress toward interim and final climate goals and report findings to the public.
