Shortens rezoning deadline from 3 years to 1 year for local governments that fail to adopt a housing element found in substantial compliance within 120 days of the statutory deadline.

Prohibits jurisdictions that adopt housing elements more than 1 year after the statutory deadline from being found in substantial compliance until required rezoning is completed.

Requires local governments to revise housing elements every 4 years until adoption of the 6th revision, after which adoption of a compliant 6th revision satisfies all 4-year revision obligations.

Adds fair housing analysis requirements to housing element inventories and site identification processes to ensure sites affirmatively further fair housing opportunities.

Establishes that no state reimbursement is required because local agencies have authority to levy fees and assessments to cover mandated program costs.
