Extends the California Public Utilities Commission's authority to impose surcharges for the California Advanced Services Fund until December 31, 2032 (previously set to expire after 2022)

Changes the deaf and disabled telecommunications program surcharge from a uniform rate not exceeding one-half of 1% to a collected revenue cap of up to $100,000,000 per year, subject to annual legislative appropriation, through January 1, 2025

Requires the commission to report annually on California Advanced Services Fund status, unserved areas, and projected collections in perpetuity (previously required only until April 1, 2023)

Removes authorization for interconnected Voice over Internet Protocol service providers to use certain methodologies to identify intrastate revenues subject to surcharges

Authorizes the commission to require internet service providers to report information about free, low-cost, and affordable service plans, including costs, eligibility requirements, data limits, and enrollment numbers
