Prohibits public agencies in counties with 600,000+ population from imposing or enforcing minimum automobile parking requirements on residential, commercial, or other development within one-half mile of public transit.

Prohibits public agencies in cities with 75,000+ population (in counties with less than 600,000 population) from imposing or enforcing minimum parking requirements on development within one-quarter mile of public transit.

Authorizes smaller cities and counties (not subject to these prohibitions) to voluntarily adopt ordinances applying the same parking requirement restrictions within their boundaries.

Prohibits any new minimum parking requirements on projects that remodel, renovate, or add to single-family residences, provided additions do not exceed floor-to-area ratio restrictions.

Does not eliminate requirements for electric vehicle charging stations or accessible parking spaces for persons with disabilities, and exempts existing commercial parking requirements tied to contractual agreements executed before January 1, 2022.
