Authorizes cities and counties to waive or reduce coastal development permit fees at the request of applicants for public access projects or habitat restoration projects.

Defines "habitat restoration project" as projects solely for restoring or enhancing ecological function, biodiversity, or resiliency of native habitat.

Defines "public access project" as projects with the primary purpose of creating, enhancing, expanding, or restoring public amenities that provide access to or along the coast.

Allows applicants to submit coastal development permit applications directly to the California Coastal Commission if a city or county rejects their fee waiver or fee reduction request.
