Requires cities and counties to review and update their general plan safety elements to identify evacuation routes, their capacity, safety, viability, and evacuation locations under various emergency scenarios upon the next revision of a local hazard mitigation plan on or after January 1, 2022 (or by January 1, 2022 if no hazard mitigation plan exists).

Allows counties and cities to use existing information from local hazard mitigation plans, emergency operations plans, or other commensurate documents to comply, provided they summarize and incorporate such documents into the safety element.

Requires planning agencies to review and revise the safety element upon each revision of the housing element or local hazard mitigation plan, but not less than once every eight years, to identify new information on flood, fire hazards, and climate adaptation strategies.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to fund the mandated program.
