AB 1416 Summary

• Requires statewide ballot measures to include lists of supporters and opponents on the ballot label, taken from the signers or text of ballot arguments in the voter information guide, limited to 125 characters each.

• Establishes eligibility criteria for listed supporters and opponents: nonprofits/businesses must exist for 4+ years (with 500+ donors or 1+ full-time employee for nonprofits), businesses must have 1+ full-time employee, current/former elected officials with titles, or individuals with names and honorifics only; political parties cannot be listed.

• Requires proponents and opponents to submit lists of supporters and opponents with signed statements under penalty of perjury attesting to compliance with eligibility requirements and certifying articles of incorporation for organizations.

• Makes the supporters and opponents listing optional for county, city, district, and school measures at the discretion of county boards of supervisors, which may elect not to include such lists at least 30 days before the ballot argument submission deadline.

• Designates voter information about ballot measure supporters and opponents as a matter of statewide concern that applies to all cities, including charter cities, and creates state-mandated local program requirements for elections officials to verify and process supporter and opponent lists.
