Approves agreements entered into between the state employer and State Bargaining Units 2, 7, 9, 10, 12, and 13, with provisions requiring expenditure of funds contingent on specific legislative appropriation.

Provisions of these agreements shall not take effect unless funds are specifically appropriated by the Legislature; either the state employer or bargaining units may reopen negotiations if funds are not appropriated.

Allows agreement provisions to become effective through legislation other than the annual Budget Act, contrary to standard requirements under Section 3517.6 of the Government Code.

Appropriates $27,005,000 total for the specified bargaining units and excluded employees for state employee compensation: $8,009,000 from the General Fund, $12,727,000 from unallocated special funds, and $6,269,000 from other unallocated nongovernmental cost funds.

Takes effect immediately as a bill providing appropriations related to the Budget Bill.
