Requires California State University Trustees and Community College Board of Governors to identify students who were unable to attend campus during 2019-20 and 2020-21 academic years due to COVID-19 pandemic.

Mandates calculation of campus fees collected from identified students and determination of amounts for which students received no value due to enforced absence, with refund calculations submitted to the Department of Finance and Joint Legislative Budget Committee.

Appropriates an unspecified amount from the General Fund to the Controller for payment of refunds to students of CSU, California Community Colleges, and University of California for campus fees overpaid during pandemic-related campus closures in 2019-20 and 2020-21 academic years.

Requests that the University of California Regents comply with the same identification, calculation, and reporting requirements as the mandated CSU and community college systems.

Takes effect immediately as an urgency statute to provide timely relief to affected students.
