Adds nonprofit religious organizations to the list of eligible applicants for grants from the Broadband Adoption Account within the California Advanced Services Fund.

Broadband Adoption Account grants support digital literacy training, public education, and increased broadband access in communities with limited adoption, including low-income and senior communities.

Eligible applicants now explicitly include local governments, senior centers, schools, public libraries, nonprofit organizations (including nonprofit religious organizations), and community-based organizations.

Grants cannot be used to subsidize broadband service costs to households; they are limited to access and digital inclusion programs.

Bill incorporates amendments from AB 2749 if both bills are enacted, with this bill's provisions taking precedence if enacted after AB 2749.
