Adds a definition of "conviction" to the Gambling Control Act, clarifying that it means a judgment following a plea or verdict of guilty, nolo contendere, or finding of guilt, and that any action may be taken once the appeal period has elapsed or the conviction has been affirmed.

Prohibits the California Gambling Control Commission from denying a gambling license based on a felony conviction if the applicant has obtained a certificate of rehabilitation, been granted clemency or a pardon by a state or federal executive, or had the conviction dismissed under specified Penal Code sections.

Prohibits license denial based on a conviction or underlying acts if the conviction has been dismissed or expunged under Penal Code sections 1203.4, 1203.4a, 1203.41, 1203.42, or 1203.425, or comparable dismissals.

Prohibits license denial based on a guilty plea entered under Penal Code section 1000.1 unless a judgment of guilty is later entered under section 1000.3.
