Abolishes the Immediate and Critical Needs Account and transfers all assets, revenues, and obligations to the State Court Facilities Construction Fund as its successor fund.

Repeals the requirement that 25 percent of State Court Facilities Construction Fund revenues collected in each county be designated for implementation of trial court projects in that county.

Establishes statewide online infraction adjudication system by June 30, 2024, including ability-to-pay determinations, with courts allowed to conduct proceedings remotely for infractions with defendant consent.

Creates Committee to Review the Operations and Structure of the Commission on Judicial Performance to study and recommend changes, with final report due March 30, 2023.

Authorizes Judicial Council to use design-build procurement for public works projects with best value or low bid selection methods, and appropriates $100,000 for deferred maintenance in trial courts.
