Establishes state goals for fuels treatment, vegetation management, and wildfire risk reduction, including treating 100,000 acres per year on nonfederal lands and 500,000 acres per year total by 2025, and urging the federal government to increase vegetation management to 500,000 acres per year on federal lands.

Requires vegetation management activities to improve fire resiliency and reduce fire spread, duration, intensity, fuel ignitability, or tree crown ignition, with special protections for chaparral and native shrublands to prevent type conversion and invasive species spread.

Sets additional goals including increasing reforestation by 25 percent above 2018 levels by 2030, expanding urban tree canopy by 10 percent above 2018 levels by 2030, and hardening at least 100,000 existing homes per year by 2025.

Requires the state to prioritize implementation of vegetation management and home hardening goals in the most vulnerable communities.

Mandates the Natural Resources Agency and California Environmental Protection Agency to submit annual reports to the Legislature beginning January 1, 2023, on progress toward achieving these goals.
