Adds critically ill newborn infants to the "access and functional needs population" definition for emergency planning purposes in California's emergency services law.

Requires the Office of Emergency Services, at a county's request, to assist counties and hospitals in preparing emergency disaster evacuation plans for critically ill newborn infants in neonatal intensive care units.

Maintains existing requirements for counties to integrate access and functional needs into emergency plans, covering emergency communications, evacuation, and sheltering with ADA compliance.

Provides that if the Commission on State Mandates determines this bill creates state-mandated costs, reimbursement shall be made to local agencies pursuant to existing statutory procedures.
