Authorizes county behavioral health directors to develop procedures for designating and training professionals to perform involuntary mental health detention and evaluation functions under Section 5150.

Requires county behavioral health directors to provide written notification describing reasons when denying or revoking an individual's designation as a mental health professional.

Requires Sacramento County, if it adopts designation procedures, to issue a written policy by April 1, 2022, that designates City of Sacramento employees who meet requirements and complete required training.

Provides civil and criminal liability protection for designated mobile crisis team members and professional persons who detain or transport individuals during involuntary 72-hour mental health holds, if the person is released at or before 72 hours.

Establishes this as a state-mandated local program with reimbursement procedures available if the Commission on State Mandates determines costs are mandated by the state.
